HB 4102 Passes the House
SALEM, Ore. – Today, House Bill 4102 passed the floor of the Oregon House of Representatives. Representative Greg Smith (R-Heppner) is the legislation’s Chief Sponsor and he carried the bill on the floor. Last session, HB 3409 established the Natural and Working Lands Fund. The fund will promote public private partnerships that protect the environment and rural Oregon’s way of life. HB 4102 will ensure that Oregon is positioned to receive, directly into the Natural and Working Lands Fund account, investments that may come available from the federal government, private investments, and other sources.
“Last session, the Natural and Working Lands Fund was established to allow landowners to protect the environment and rural Oregon’s way of life” said Rep. Smith, “this bill is a technical fix which makes sure that the Natural and Working Lands account itself can receive all types of funding, when such funds become available”.

Representative Smith to host Measure 110 Listening Session
Boardman, Ore. – On Saturday, February 17th at the Port of Morrow’s Riverfront Center (2 East Marine Drive Boardman, Oregon 97818), Representative Greg Smith (R-Heppner) will be hosting a 90 minute listening session on Measure 110, starting at 10:00. Last week, Rep. Smith was appointed to serve on the Joint Committee On Addiction and Community Safety Response. This committee will have the task of reviewing Measure 110 and proposing solutions to the public safety and behavioral health crises the State of Oregon is facing.
“I want to hear from my constituents regarding their thoughts on Measure 110 and how the legislature should go about solving the public safety and behavioral health crises the State of Oregon is facing,” said Representative Smith, “this meeting in not for me to deliver a speech or lecture, but rather to listen and ask questions to constituents, law enforcement officers, public safety specialists, and health care professionals”.

Smith Calls Out State Economists on Morrow County Forecast
SALEM, Ore. – Today, the Office of Economic Analysis’s released the March Economic and Revenue Forecast. During their presentation, one topic they discussed was county productivity. Their report showed (see attached) that Morrow County is within the bottom quintile of percent change in real GDP per worker (2019-2022), having a greater than 4% decrease. Rep. Smith believes these numbers could be inaccurate and has invited the State Economists out to District 57.
“Morrow County is a highly productive county,” said Rep. Smith, “that’s why I invited our State Economists to come out to District 57 and see for themselves”.

Representative Greg Smith Comments on Quarterly Revenue Forecast
SALEM, Ore. – Representative Greg Smith (R-Heppner) released the following statement in response to the Office of Economic Analysis’s March Economic and Revenue Forecast announced today:
“Today’s revenue forecast continued the upward trend of previous forecasts, however, it was only a slight uptick. Given this, fiscal prudence is paramount when managing Oregon’s finances and balancing the budget. The legislature must prepare for a potential drop in the economy by bolstering Oregon’s savings. We must allocate more dollars to the rainy-day fund, so that the State can protect it’s critical programs, including education, health care, and public safety.”

SALEM, Ore. – Today, Speaker Rayfield appointed Representative Greg Smith (R-Heppner) to serve on the Joint Committee On Addiction and Community Safety Response. This committee will have the task of reviewing Measure 110 and proposing solutions to the public safety and behavioral health crises the State of Oregon is facing.
“This is going to be a very challenging committee, as we are tackling very serious issues. My approach will be one of justice and mercy,” said Representative Smith, “Oregon must hold people accountable for the crimes they have committed but the State must also ensure that people in crisis have adequate access to resources. Representative Smith delivers keynote at the OSACA/OACTC Conference
HOOD RIVER, Ore. – Today, Representative Greg Smith (R-Heppner) delivered the keynote address at the joint Oregon State Association of County Assessors (OSACA) & Oregon Association of County Tax Collectors (OACTC) Conference. It’s an annual conference for county assessors and tax collectors, that was hosted in Hood River this year. Rep. Smith was invited to speak at the conference by Morrow County Assessor/Tax Collector Mike Gorman, who is also the current President of OSACA. Rep. Smith discussed a wide variety of topics, including County Assessment Function Funding Assistance (CAFFA) and tax abatements for veterans and their families.
“As the senior member of the House Revenue Committee it’s critical to have a firm grasp on local taxation,” said Representative Smith, “getting a chance to speak with all of the county assessors and tax collectors from around the State was an invaluable opportunity”.

Highway 11 Safety Update from Representative Greg Smith
SALEM, Ore. – Later this week, Representative Greg Smith (R-Heppner) will travel to Salem to attend January Legislative Days. Interim committees meet for the final time (Jan. 10-12) before the 2024 short session commences next month. He has meetings scheduled with Representative Paul Evans, who is Co-Chair of the Ways and Means Subcommittee on Public Safety, as well as with Representative Tawna Sanchez, who is Co-Chair of the full Ways and Means Committee. He will be briefing them on safety conditions and advocating for the establishment of an Oregon State Police Trooper position that will specifically be dedicated to Milton-Freewater and Highway 11. The Legislative Fiscal Office estimates the cost of establishing a single Oregon State Police Trooper to be $412,612 (for the biennium):
- $296,112 for personnel costs.
- $46,500 for uniforms, firearms, radio, medical assessment, taser, vest, andother equipment.
- $70,000 for a patrol vehicle that includes all police equipment/technology installed (this portion is considered one-time).
“I look forward to meeting with my colleagues in legislative leadership this week,” said Representative Smith, “I will be working to secure funding for an OSP Trooper, specifically for the Milton-Freewater area and Highway 11“.

Representative Smith to host Highway 11 Safety Roundtable in Milton-Freewater
MILTON-FREEWATER, Ore. – Next Wednesday, Representative Greg Smith (R-Heppner) will be hosting a safety roundtable with Ken Patterson, ODOT Region 5 Manager, and his staff. This meeting will be open to the public and the purpose is to have a community discussion with Rep. Smith and state officials. It will give the public the opportunity to express concerns and give local perspectives on potential solutions. In addition to ODOT, Oregon State Police representation is anticipated at the meeting.
“There has been an outpouring of constituents expressing safety concerns of Highway 11 between Milton-Freewater and Stateline Road,” said Representative Smith, “the intention of this roundtable is to bring the community together and have a discussion with ODOT and other state officials on potential solutions”.
The meeting is scheduled for December 13 at 5:00 at the Milton-Freewater Community Building (109 NE 5th Ave, Milton-Freewater, OR 97862).
