THE 2025 OREGON LEGISLATIVE SESSION OFFICIALLY ADJOURNS
SALEM, OR. – The Oregon Legislature officially adjourned the 2025 Legislative Session. Representative Gregory Smith (R-Heppner) is recognizing the adjournment of the six-month-long session by highlighting legislation and funding allocations vital to District 57:
– $13,000,000 for Boardman Multipurpose Machine Gun Range.
– $4,000,000 for water contamination issues in the Lower Umatilla Groundwater Management Area.
– $3,843,973 for construction of the Warm Springs Commissary.
– $3,000,000 for work on the Warm Springs existing drinking water treatment plant’s filtration system.
– $2,861,000 for the Morrow County Clean Water Consortium Nitrate Water Project in the West Glen Neighborhood.
– $2,500,000 for the Morrow County Courthouse. In addition to the $12,745,000 allocated in 2023.
– $2,500,000 for the Walla Walla Watershed.
– $1,900,000 for the building expansion and remodel of the Jefferson County Fire Station.
– $1,500,000 for the Warm Springs Permanent Exhibition Renewal.
– $1,500,000 for improvements to water distribution systems in the City of Maupin.
– $1,000,000 for the renovation of the Hermiston Carnegie Library.
– $1,000,000 for the Wolf Depredation Fund.
– $715,000 for the Jefferson County Soil and Water Conservation District to remove Western Juniper.
– $600,000 for the Umatilla County Ordnance Regional Water Infrastructure Project.
– $500,000 for the Wheeler County Food Pantry.
– $455,000 for the Wheeler County Soil and Water Conservation District to remove Western Juniper.
Good Bills Assisted in Passing the House
1) SB 426 – Prevents wage theft for construction workers. Smith was the deciding vote on the House Floor.
2) HB 2087 A – Increases the Rural EMS Tax Credit from $250 to $1,000 (was previously HB 3380). Increases the total annual amount of tax credits auctioned to generate proceeds to be deposited in the Oregon Production Investment Fund. Increases the aggregate limit to the Individual Development Accounts.
3) SB 83 – Repeal of the Fire Maps.
4) HB 3940 A – Uses interest from the rainy-day fund to pay for wildfire suppression.
5) HB 2688 – Expands the definition of public works to prevailing wage rate. Smith was the deciding vote on the House Floor.
Bad Bills Rep. Smith Advocated Against
1) HB 2025 – The largest tax increase in Oregon history. Died on the House Floor.
2) HB 3076 – Bad gun bill would establish a state gun licensing program. Died on the House Floor.
3) HB 3075 – Bad gun bill intended to increase the chances of Proposition 114 succeeding in the court system. Died in Rep. Smith’s Joint Ways and Means Committee.
